Prepare Seafood: Add dried scallops and shrimp to a pot of water, adding some Shing wine. Cover and bring to a boil. Once steamed, strain the scallops and shrimp and transfer them to a food processor, finely chopping until they're combined.
Fry Seafood: Place a pan on medium heat and add some oil. Add the chopped shrimp and scallops and cook until golden. Strain the mixture, removing any oil.
Combine with Sauces: Into a clean pan, add the browned scallop and shrimp mixture, then add soy sauce, sugar, and oyster sauce. Stir until nicely combined.
Prepare Aromatics: In a separate pan, heat some oil and fry pruto until crispy. Add diced onion, ginger, chili, and garlic, continuing to fry until the mixture is nicely colored. Add some chili flakes for a touch of heat.
Final Mixing: Mix all of the prepared ingredients together.
Serve: Garnish with some fresh parsley before serving alongside your accompaniment of choice.
